Unlocking bootloader is the first step to flash Custom recovery and install ROM. The bootloader is code that executes while the device is booting. It powers the operating system for the initial run. Let us look at the official process to unlock the bootloader of OnePlus 3T.
Flashing this recovery is easy and involves steps that are very familiar to Nexus users. You enable OEM unlocking in the Developer Options on your phone, and proceed to unlock your bootloader using the “fastboot oem unlock” command via fastboot on your computer. Then you flash the recovery through fastboot using the “fastboot flash recovery.img” command…and that is it.

How to unlock OnePlus 3T Bootloader
Step 1. Turn off your device and boot it into fastboot mode by holding volume up + power. (The phone will display “fastboot” text indicating that it has successfully entered fastboot mode.)
Step 2. Connect your OnePlus 3T to PC using USB cable. Right tick on ‘Always allow from this computer’ checkbox and then tap on OK button if asked
Step 3. Now, Launch “command.bat” file from ADB folder which you have downloaded before.
Step 4. To check if everything is working, type below command in the command window. It will return your device’s serial number. (If it doesn’t return a serial code, reinstall the ADB drivers properly.)
Step 5. To unlock Bootloader of OnePlus 3T, type the below command:
fastboot oem unlock
Step 6. A message will appears on your device, confirm it. Now, your device will reboot automatically. That’s it you have successfully Unlock Bootloader of OnePlus 3T.
You can confirm unlock status by rebooting your OnePlus 3T into fastboot mode to see the message “warning bootloader Unlocked”.
